Just in case you didn’t get the email from Katie at Gander about the upcoming meeting, here is her email with all the information:
Neighbors of Duncan’s Ridge, Buckhorn, Creek, and the Surrounding area,
We wanted to email you to give you an update on Tassel Ridge and to get you a digital link to our next zoom meeting. You should have received a letter inviting you to another neighborhood meeting for our project located at 5900 Duncan Cook Rd on January 16th (I’ve included the link info below). There were a number of questions and concerns that came up at our last meeting that we have been working to get answers for you on and we will follow up at that meeting. We have not submitted the zoning yet. We wanted to work through a lot of the things that came up at that first neighborhood meeting first, and that took a little longer than anticipated. The biggest change to our plans is that we have created a road that connects the northern portion of the project to the southern portion of the project, so traffic for those northern properties won’t go through Duncan’s Ridge and Buckhorn creek to the extent it would have when we first shared our plan. I’ve attached the revised site plan showing this modification. We hope you can join us on the 16th. If you can’t make the 16th, we can be available for one on one discussions.
There were several follow up items from our last meeting, I have included those follow up items and the answers below:
TASSEL RIDGE FOLLOW UP ITEMS:
- VERIFY WITH TRAFFIC ENGINEER ON TIMING OF TRAFFIC LIGHT
- Traffic light funding will likely need to be sent to DOT with first phase of development based on current functioning of intersection. Note: Additional turn lanes are now being installed at this intersection as well.
- VERIFY WITH REGULATORY AGENCIES IF IT IS POSSIBLE IN HOLLY SPRINGS ETJ TO DEVELOP USING THE STANDARDS OF WAKE COUNTY OR WELL AND SEPTIC LOTS.
- Town of Holly Springs verified that only developments with less than 5 lots total can develop with well and septic lots. And we must meet Holly Springs standards rather than Wake County Standards as we are in Holly Springs ETJ.
- VERIFY WITH REGULATORY AGENCIES THAT TYING TO EXISTING STREET STUBS IS REQUIRED/ALLOWED
- Town of Holly Springs verified that we must tie into stub streets from Duncan’s Ridge.
- VERIFY WITH ENVIRONMENTAL CONSULTANT IF PROTECTED SPECIES OF BATS ARE ONSITE
- Environmental consultant found no protected species of bats onsite. Report has been sent to EPA.
- VERIFY WITH ENVIRONMENTAL CONSULTANT ON STREAM CROSSING IMPACTS IF NEW ROAD INSTALLED
- We can install a road across the stream and not impact above the .05 acres threshold.
- VERIFY IF NATURAL GAS CAN BE INSTALLED
- We have reached out to Dominion Energy to see if they will serve this property with Gas and are awaiting a response.
- VERIFY IF THE PUMP STATION IS SIZED FOR THE DUNCAN RIDGE PROPERTIES
- Pump Station is sized to take on future development from North and East. Because Duncan Ridge is downstream from us, we didn’t size the pump station to take on the entire neighborhood, but in the event that some resident’s septic systems failed, our pump station is sized large enough to handle that additional capacity.
- VERIFY THE NPDES CALCS WITH CIVIL ENGINEER
- Based on current impervious take-offs, the civil engineer has sized the stormwater controls to be constructed wetlands.
- VERIFY THE DEPTH OF ROCK IN GEOTECH REPORT TO VERIFY IF BLASTING WILL BE NEEDED
- Geotech test holes all dug to a minimum of 15’ in depth and no rock found.
- VERIFY WITH NCDOT ABOUT DUNCAN RIDGE’S ROADWAYS AND WHY THERE IS ONLY A SCRATCH COAT
- We have submitted a request through the NCDOT portal for a top coat on these roads.
- CONSULT WITH ENGINEERS ON SOUND ATTENUATION & BUFFERING
- Our research shows residential suburban neighborhoods create sound at an average of 40 decibels. A 25’ thick broadleaf buffer would reduce sound by approximately 10 decibels. So we will commit to 25’ of preserved vegetation + 25’ of broadleaf evergreens adjacent to existing residential. To ensure that sound buffering is successful year round.
- CONSULT WITH APPRAISER RE: IMPACT ON DUNCAN RIDGE HOME VALUES
- Talked with financial team on this. Smallest lots will start at 450. Larger lots will be in the high 700s and low 800s. Based on lot and house sizes in Duncan’s Ridge, our large lot sales will be the appropriate comps and should have a net positive or neutral impact on values in Duncan’s Ridge.

Tassel Ridge – Meeting Minutes
Thank you to all who attended our Neighborhood HOA meeting last night. It was a great turnout, great questions, and a solid direction. Please see the quick meeting notes below and join the new sub-committee if you are able.
- HOA board presented the current plans for the new Tassel Ridge development
- Duncans Ridge Way and Alirin Ln will be connected to the new neighborhood per Wake County laws. These roads edge our neighborhood and will be connected
- Gander Development has not submitted plans to Holly Springs yet for rezoning for Tassel Ridge
- The HOA board connected with several lawyers and found blocking rezoning would be very difficult and none would take the case
- Even if blocked from becoming part of the Town of Holly Springs, the development will still be built but with a slightly reduced house count due to septic system space requirements
- No road changes in our neighborhood are planned by Wake County due to the increased traffic. Replacement or top coat would only be applied as the roads degrade.
- No plans for sidewalks and Gander is not planning to fund this
- Neighborhood Changes
- If current plans are approved we would expect an increase of 200-500 vehicles per day traveling through our neighborhood
- Even with a slight road closure due to an accident last week caused a major traffic increase
- Road safety with kids and other activities would greatly be degraded
- Home value will be decreased due to lower home prices in Tassel Ridge. Realtors will not provide estimates but confirmed value decrease would happen
- Review Proposed Options
- Even with legal action, changes such as speed bumps, cameras, and other options. our neighborhood will be changed
- Gated community direction
- Duncans Ridge Phase 1 was originally slated to be a gated community but was changed to public roads with Phase 2 build
- Transitioning to a gated community will increase property values by $20,000 – $35,0000
- Gated Community requirements
- 100% community agreement
- All entrances/exits must be gated but many neighborhoods leave the main gate open during the day to allow easy access for buses, deliveries, emergency vehicles, and normal traffic
- Duncans Ridge will take over all maintenance of the roads as they become private roads. $0 cost to buy back the roads
- A maintenance fund must be proven and funded for maintenance activities to be approved by Wake County. HOA dues will need to be increased to cover extra costs.
- Tassel Ridge would then be forced to have access to Duncan Cook Rd for all houses. Roads may still be connected to our neighborhood but will be gated
- Our vehicles would have transponders to open gates automatically as needed
- Emergency vehicles would also have easy access as needed so as not to degrade response times
- Main gate(s) will also have 24/7 remotely managed controls with audio/video surveillance when gates are closed
- This is the ONLY way to maintain our neighborhood safety, value, and mitigate traffic concerns
- Time is of the essence – If Tassel Ridge development gets approved in its current form before we apply for private community change, the Tassel Ridge will have access through our neighborhood
A sub-committee is being formed to continue research and community involvement. We are looking for individuals of all types to help as time is of the essence.
Tassel Ridge – Planning Board Meeting
According to the Holly Springs Town Clerk and as of right now Tassel Ridge Sauls North is currently in scoping. They have not submitted a Development Plan or Rezoning request, so it is not currently scheduled to go before Planning Board.

Planning Board meets on the fourth Tuesday of the month at 7pm in Town Hall.

Community Improvements:
The HOA Board is considering the addition of a Social Committee group to assist with planning events for the community, developing budgets, creating revenue reports following the events, and publishing an events calendar for the residents.
A Social Committee Chair person will be elected to organize and include interested homeowners who would like to volunteer and join the committee. Social events created by the committee may include but are not limited to Neighborhood Garage Sales, Ice Cream and BBQ Cookout Socials, Outdoor Movie Nights and seasonal Festivals.

Community Lot Plan Moving Forward
The board has been working on a community lot plan this year that takes into account the “non-buildable” status. We were given guidance that general landscape enhancements should not be an issue and requires no permitting. A professional landscape designer was consulted to ensure the plan was appropriate for the area, low-maintenance, and addressed the key areas of concern (these include, but are not limited to, grass bare spots, water runoff/erosion on existing grit path, and utilization of native plants that are drought tolerant and deer resistant to protect the investment). The board solicited quotes from three landscaping companies. The landscaping company selected will work closely with the landscape designer. The plan will be implemented in two phases, with the first phase beginning the week of October 21st. The previous plan was not able to be implemented due to the non-buildable status, so this plan will beautify the area while providing a general park use area.
Phase 1: Plantings, Mulch and Dry River Bed Installation- October 2019
The first phase of the community lot project will involve removal of dead or dying plantings, reconfiguration of the existing grit path to remove the portion that has been washed away by rain/erosion, installation of dry river beds to assist with rain water and erosion, installation mulch beds, and installation of a variety of trees and bushes that are drought tolerant and deer resistant. All plantings are native to North Carolina and our specific areas and will blend with the aesthetics of the neighborhood. Plantings will have a battery operated drip irrigation system in place and attached to the water spigot on the property to ensure all plantings will be watered appropriately.
As part of the community lot project, we are looking to involve our neighborhood Boy Scouts and Girl Scouts to complete some projects to add to the beauty of the lot. With the current planned installation there will be room for 2-3 weather resistant benches, as well as a planned “pollinator garden” (an annual planting section for flowers that will encourage bees and pollination locally). We would like to extend an invitation for our neighborhood Boy Scouts and Girl Scout Troops to participate in building benches or adding pollinator garden as a service project or to earn a badge, if applicable. If there is no Troop interest, the Board can procure weather-resistant bench quotes and installation cost and have the work completed. Please provide input on community social activities that could involve the area, such as a small “DR Kids Rock Garden” for rocks painted by neighborhood kids on a scheduled date, a chili cook-off, or an HOA sponsored food truck social.
Phase 2: Sod Installation- Spring or Summer 2020
Following the completion of Phase 1, you will notice that there will remain some bare spots in the lawn area. These areas will have sod installed during Phase 2 of the project to be harmonious with the existing grass on the lot. Sod installation will occur when the temperature and likelihood of survival is optimal. We anticipate this work to be completed by late Summer 2020, but ultimately installation time will be dictated by the recommendation of our professional landscaping team. A fair amount of grassy space will be retained on the community lot in order to ensure adequate space for seating and play during future neighborhood events or general use.

Laura Kiper is a professional landscape designer based out of Apex, NC. She spent hours meeting with Board members to discuss the history of the community lot, previous iterations of plans, and needs of the community, and ultimately coming up with a plan that met all of our needs. The plan is not only harmonious with the neighborhood aesthetic, but includes areas within the lot that will facilitate future community events and participation in projects. Laura’s services have been used by many in our neighborhood, and she was chosen for the project based on not only this, but because of her knowledge of native plantings and understanding of our community’s needs. Replacement of Monument Signs at entrance
New signs have been ordered and per recommendation from the sign company the board selected the following design. Installation for the new signs is scheduled to occur within the next couple of weeks.
Community Lot Improvements
The board is finalizing plans to install electrical service, irrigation and sod at the community lot. The electrical install is slated to be completed this calendar year and the irrigation, sod and potentially lighting to be installed in the early spring of 2019. The board will share details on total cost of this work at the annual meeting.
Community Reminders
Pickup Pet Waste
Neighbors are reminded to pick up after their pets when walking them through the community. Pet owners are encouraged to abide by Wake County Animal Control ordinances.
Pedestrian safety
Neighbors are asked to remember to be safe when walking through the neighborhood. Pedestrians should walk facing traffic. At night, be sure to wear reflective or light colors and carry a flashlight to be more visible.
Operation of Golf Cart, All -Terrain Vehicles, and Motorcycles
Neighbors are asked to be respectful of others property and abide by all ordinances and laws related to the operation of Golf Carts, All-Terrain Vehicles, and motorcycles, etc. No vehicles are permitted to be driven on Duncan’s Ridge HOA property including the community lot area. Please be considerate and safe.
Mailbox Reminder
Faded mailboxes should be painted with Krylon Satin Black paint. Replacement vinyl numbers in the Claredon font may be purchased from Post & Pickets, Ltd. by calling them at 919-772-7170.
Vehicles & Parking
Per ARC Guidelines no parking vehicles on lawns or common areas and parking in the street overnight is discouraged. For safety and aesthetic purposes your driveway should be full of vehicles if you are parking on the street.

Reminder: Home Improvements May Require HOA Approval
Exterior modifications, including permanent structures such as fences, house painting, and some landscaping require approval from the Architectural Review Committee (ARC) prior to starting work. To expedite this review process, homeowners are asked to review both the Covenants and the Architectural Guidelines at https://www.duncansridgehoa.com. The application can be downloaded from the site as well.
Homeowners must submit their application to Carol Schlim with CAS at [email protected]. The Architectural Review Committee requests that all fields be filled out, and color pictures be provided, if appropriate. Once the application is received, the ARC has up to 30 days to respond, but well-written requests are typically approved much faster.
Living in an HOA Neighborhood

What is an HOA?
In North Carolina, HOAs are subject to the North Carolina Planned Community Act, as stated in Chapter 47F of the North Carolina General Statutes. HOAs also have a set of governing documents such as the Declaration of Covenants and Restrictions and Bylaws. These legal documents guide and control the HOA’s actions and management of the community.
Purpose of an HOA
HOAs provide several important functions for the neighborhood, including:
- Manage and maintain common areas within the neighborhood
- Set forth rules and standards to protect and enhance property values
- Develop a sense of community
HOAs charge membership dues, and Board of Directors oversees the usage of these funds to maintain common areas and add improvements to the neighborhood through capital improvement projects.
HOAs also have the responsibility on behalf of the community to administer architectural control over exterior modifications and new construction. The Bylaws, Covenants and NC Planned Community Act contain certain requirements that the HOA must follow. The Board of Directors may also create Architectural Guidelines to provide clarification and further detail regarding exterior modifications. An Architectural Review Committee, appointed by the Board, is tasked with reviewing homeowner requests for changes and approving or rejecting these requests based on the governing documents and Architectural Guidelines.
Role of the Homeowner in an HOA
Although the Board of Directors oversees the HOA, homeowners have the power to elect the Board. Modifications to governing documents also require homeowner approvals.
Homeowners are also responsible for paying dues and adhering to restrictions placed on them through the Covenants and Architectural Guidelines. Failure to comply with restrictions can lead to fines.

Community Improvement Updates
Culvert Walls at Community Lot
The culvert walls were installed, but the Capital Improvement Advisory Committee and Board are requesting additional work to ensure the culvert walls match the original design and purpose. Steps are being taken to address and specifics will be shared as soon as possible.
Install of Stone Pier Caps Scheduled
The new stone pier caps for the front entrance monuments are scheduled for install May 2nd. They are being replaced because the existing pier caps are in very poor condition and not repairable. The new stone pier caps will have extended life, look better, and protect the monument columns from water damage.
Replacement of Monument Signs at entrance
The CIAC and Board are finalizing the sign replacement options and will provide an update once a final decision and installation schedule is determined. Thank you to the community for participating in the survey!
Community Lot Improvement Project
The CIAC and Board are working together to develop finals plans related to the community lot improvement project. The board will communicate further details as soon as possible and engage with the community on next steps. Your input through the survey process was very helpful.
