Tassel Ridge – Meeting Minutes
Thank you to all who attended our Neighborhood HOA meeting last night. It was a great turnout, great questions, and a solid direction. Please see the quick meeting notes below and join the new sub-committee if you are able.
- HOA board presented the current plans for the new Tassel Ridge development
- Duncans Ridge Way and Alirin Ln will be connected to the new neighborhood per Wake County laws. These roads edge our neighborhood and will be connected
- Gander Development has not submitted plans to Holly Springs yet for rezoning for Tassel Ridge
- The HOA board connected with several lawyers and found blocking rezoning would be very difficult and none would take the case
- Even if blocked from becoming part of the Town of Holly Springs, the development will still be built but with a slightly reduced house count due to septic system space requirements
- No road changes in our neighborhood are planned by Wake County due to the increased traffic. Replacement or top coat would only be applied as the roads degrade.
- No plans for sidewalks and Gander is not planning to fund this
- Neighborhood Changes
- If current plans are approved we would expect an increase of 200-500 vehicles per day traveling through our neighborhood
- Even with a slight road closure due to an accident last week caused a major traffic increase
- Road safety with kids and other activities would greatly be degraded
- Home value will be decreased due to lower home prices in Tassel Ridge. Realtors will not provide estimates but confirmed value decrease would happen
- Review Proposed Options
- Even with legal action, changes such as speed bumps, cameras, and other options. our neighborhood will be changed
- Gated community direction
- Duncans Ridge Phase 1 was originally slated to be a gated community but was changed to public roads with Phase 2 build
- Transitioning to a gated community will increase property values by $20,000 – $35,0000
- Gated Community requirements
- 100% community agreement
- All entrances/exits must be gated but many neighborhoods leave the main gate open during the day to allow easy access for buses, deliveries, emergency vehicles, and normal traffic
- Duncans Ridge will take over all maintenance of the roads as they become private roads. $0 cost to buy back the roads
- A maintenance fund must be proven and funded for maintenance activities to be approved by Wake County. HOA dues will need to be increased to cover extra costs.
- Tassel Ridge would then be forced to have access to Duncan Cook Rd for all houses. Roads may still be connected to our neighborhood but will be gated
- Our vehicles would have transponders to open gates automatically as needed
- Emergency vehicles would also have easy access as needed so as not to degrade response times
- Main gate(s) will also have 24/7 remotely managed controls with audio/video surveillance when gates are closed
- This is the ONLY way to maintain our neighborhood safety, value, and mitigate traffic concerns
- Time is of the essence – If Tassel Ridge development gets approved in its current form before we apply for private community change, the Tassel Ridge will have access through our neighborhood
A sub-committee is being formed to continue research and community involvement. We are looking for individuals of all types to help as time is of the essence.
Tassel Ridge – Planning Board Meeting
According to the Holly Springs Town Clerk and as of right now Tassel Ridge Sauls North is currently in scoping. They have not submitted a Development Plan or Rezoning request, so it is not currently scheduled to go before Planning Board.

Planning Board meets on the fourth Tuesday of the month at 7pm in Town Hall.

Tampering and Vandalism in the Community
Duncan’s Ridge has been experiencing a number of issues due to tampering and vandalism. Multiple times over the last 2 months the entrance uplighting has been found to have been pulled out of the ground. It appears Golf carts and automobiles have spun their tires on the HOA maintained grounds and the sprinkler system water supply has been repeatedly cut-off.
This is costing the HOA, collectively, money to repair and is occurring with enough frequency and damage for the authorities to now become involved.
We are asking for your help in this matter. Please be observant and if you are aware of any tampering and/or vandalism being committed, bring it to the attention of the authorities and Board at your earliest opportunity. Thank you in advance for all your help in preserving and maintaining our community entrance and equipment as it makes the first impression of Duncan’s Ridge as positive and favorable as possible.
